Wrote Original Guidelines for Collection of Racial and Ethnic Data at The FDA.

In 2016, Mr. Mendoza wrote a report that outlined guidelines for using racial and ethnic data in drug trials.  This report calls for racial and ethnic quotas for research populations.

FDA expectations are that sponsors enroll participants who reflect the demographics for clinically relevant populations with regard to age, gender, race, and ethnicity. A plan to address inclusion of clinically relevant subpopulations should be submitted for discussion to the Agency at the earliest phase of development and, for drugs and biologics, no later than the end of the phase 2 meeting.

For Mr. Mendoza to have authored one of the earliest U.S. government documents calling for racialized medical research speaks volumes as to his worldview, and why that worldview is out of place in a conservative administration.

Mr. Mendoza has worked exclusively in positions dealing with “diversity,” “disparities,” or “minority health.”
